Planning & Coordination Services

Since its inception, NCC has been involved in a number of activities pertaining to planning and coordination and formulation of policies and strategic intervention for the industry.

In 1990 the Council prepared the Construction Industry Development Strategy which was adopted by the government in 1990.  Between 1997 to 2000 the Council has spearheaded the formulation of Construction Industry Policy.  The draft policy was submitted to the Ministry of Works for adoption by the government.  It is currently coordinating the formulation of a Construction Industry Development Trust Fund which is aimed at providing funding needed for construction industry enterprises for accessing work opportunities and promoting their competitive performance on conditions which can easily be met by its members.  The Council is also coordinating the formulation of strategies for provision of quality service by the industry, strategies for enhanced participation of local firms and professionals in work opportunities in the local market within the framework of the corporate mission,

Other notable strategic interventions undertaken include:

  • Preparation of a ten-year training programme for contractors on bridge
    works.

  • Promoted the establishment of seven trade and professional associations for architects (AAT), engineering consultants (ACET), civil engineering contractors (TACECA), Stake holders on road works (TARA), arbitrators (TIAB), and quantity surveyors (TIQS. The council is also continuously taking measures to strengthen professional associations.

Technical Advisory Services

Technical Audit Services

Some of the construction projects continue to be completed late and over planed budget and some of those completed do not perform in the manner expected and involve severe strains on the participating parties. In some instances projects are cancelled before their completion after the expenditure of considerable sums of funds. In view of the risks associated with project failures it has been recognised that project promoters and financiers require an independent review on the performance of their projects. NCC has therefore established a project for  audit service to fulfil such needs.

Project audit is applied at any of the stages in a project's life cycle, that is: pre-project, in-project, and post project.  Pre-project audits demonstrate the viability of the project or on how best to implement the project.  In-project audits review an ongoing project at design, tender, and construction stages; diagnose its problems and recommend means to improve project performance particularly for projects that are overrunning time and cost targets, and in situations where there are doubts on the quality of work.  Occasionally post-projects audits are required to investigate lack of proper performance of completed projects or to help clients record good practice for future projects.  So far the Council has handled 16 technical audit assignments.

General Consultancy and Advisory Services

NCC handles an average of 36 advisory services per year. The advisory services are in the form of consultancy assignments, particularly in relation to review of tender evaluation, selection of consultants, training needs assessments, work packaging, preparation of tender and contract documents and project management issues.

Settlement of Disputes

The Council has formalized procedures to settle differences and disputes through concilliation and arbitration.  It has published arbitration rules (name of the rules) and maintains a panel of Arbitrators to facilitate the settlement of such differences and disputes.  Since the service was established in 1983, a total of 120 cases have been handled.  The Council assists in appointment of adjudicators.

Development Support Services

Contractor Development Services

NCC conducts hands-on contractor training programmes for roads works (both labour-based and machine-based). The programmes also include general technical, managerial and business skills development.  Some of the topics covered include site supervision, management of tools and equipment, contracts procedures and administration entrepreneurship and business skills, basic book keeping.

Consultants and Employers Development Service

The mission of this service is to create capacity for planning, designing and contract administration on the part of consultants and capacity for outsourcing of works on the part of employers,.  NCC conducts training programmes to enhance general technical, managerial and business skills for consultants.  Topics covered include Business Management (business planning, marketing, financial management), procurement and contracts administration, quality Management, Time Management environmental management and many others. During the second Corporate Plan (July 1997 to June 2000) notable courses conducted include: Course on Management of Building and Civil Engineering Claims; Procurement and Contract Administration for District Engineers, Introductory Course on Legal Aspects of Construction Contracts

Contractor Equipment Support Service (CESU)

The goal of this service is to serve the needs of small and medium scale gravel road works contractors operating in regions with high investment portfolios and contractors undergoing on the job-training.  NCC maintains a fleet of 35 units of construction equipment comprising of tippers, water bowsers pedestrian rollers and supervision vehicles.

Construction Industry Trust Fund

NCC is spearheading the establishment of a Construction Industry Trust Fund which has the following major objectives:

  • To provide funds on easier terms than traditional banks to consultants, contractors material suppliers and informal sector enterprises in the construction industry for short-term working capital such as mobilization advance, topping up finance, performance bonds and other types of guarantees for contracts entered into with third parties.

  • To act as a guarantor for loans secured through banks and other credit schemes.

  • To provide loans for equipment and tools.

  • To establish and manage a construction warranty scheme as a means of enhancing accountability and guaranteeing quality of services.

Productivity and Quality Management

NCC is committed to the improvement of quality of service and productivity in the construction industry. A project to oversee the implementation of this has been conceived and a project manager has been elected.

Information Support System for the Construction Industry

The Council has for a long time been offering information to the construction industry on  unit rates for roads and buildings, list of locally produced construction materials, and price indices.  It also publishes technical guidelines and a bi-monthly Journal Construction Business, and maintains a reference library.
