1. Course on Procurement of Building and Civil Engineering Works (Principals and Practice) The Objective of the course is to help participants understand the legal framework, principles and best practice of procurement. This should allow efficient and fair adjudication of tenders and create enabling environment for employers to make objective decisions in awarding works to competent contractors with the most economic offers. The course content: · The principles of public procurement. · Legal framework and instruments governing procurement: Legal aspects of tenders, Public Procurement Act 2001 and its Regulations for Works and Goods, and Local Government (Procurement of Goods and Works) Regulations, 2003. · Practices of procurement: Procurement planning; pre-qualification and post qualification of tenderers; interpretation of qualification information including financial statements; submission and opening of tenders; evaluation of tenders leading to award of contract based on the tender with the lowest evaluated cost; and preparation of tender evaluation reports. · Practical exercise on tender evaluation leading to preparation of tender evaluation report. (Participants are encouraged to come with laptop computers and calculators; other secretarial facilities will be made available). Participation is open to all those who are interested in acquiring or sharpening their skills in evaluating tenders for Works. Prospective participants include Engineers, Architects, Quantity Surveyors, Estate Managers, Planners, Procurement Officers, Accountants and Members of Tender Boards. The course fee is TShs.400,000 per participant. The fee will cover expenses for lunch, mid-break refreshments and course notes. Note that the course is limited to 20 participants and therefore early booking is necessary. 2. Course on Principles and Practice of Technical Audit The objective of the course is to help participants understand the rationale, principles and practice of Technical Audit. This will in turn promote the application of technical audits as a management tool in performance monitoring and control during project implementation. The National Construction Council wants to share its vast experience in conducting Technical Audits. The course content: An Introduction to Technical Auditing, Rationale in project auditing, Stages in project auditing and Procedures in auditing construction projects and Preparation of Technical Audit reports. The course will include lectures, case studies, discussions and group exercises. Participation is open to all practitioners in the Construction Industry who are interested in acquiring Technical Audit Skills. Prospective participants include Engineers, Architects, Quantity Surveyors, Estate Managers, Planners, Auditors, Accountants, and Financial Analysts. Consultants are also encouraged to participate so that they may include technical auditing in their business portfolios. Certificates will be issued to successful participants upon completion of the course. The course fee is Tshs.175,000 and includes expenses for lunch, mid-break refreshments and course notes. 3. Course on Conduct and Practice of Arbitration The objectives of the course are: · To create awareness on the procedures for arbitration as means of resolving disputes in Construction Contracts · To equip participants with knowledge on Law and procedural aspects of Arbitration. · To prepare participants for registration as Members of the Institute of Arbitrators Tanzania. The course content: Law of Arbitration, Powers and Jurisdiction of the Arbitrator, Inter-locutory matters, Hearing procedure, Costs, Interest and Award Writing. At the end of the course, participants will sit for an entry examination for the Tanzania Institute of Arbitrators. Participation is open to all those who are interested in resolution of commercial disputes through arbitration. The course is of particular interest to: Architects, Engineers, Quantity Surveyors, Contractors, Estate Managers, Insurance personnel, Lawyers, Shipping industry personnel and other professionals. Fee for the course is Tshs.175,000 per participant. The fee is to cover for course materials, lunch, and refreshments. 4. Introductory Course on the Legal Aspects of Construction Contracts The Objective of the course is to equip practicing professionals and administrators involved in the administration of contracts for goods, services and works with the legal aspects of construction contracts. Such knowledge should assist in the understanding of the yardsticks for formation, administration and discharge of legally binding contracts. This should in turn facilitate the effective administration of construction contracts. The Course Content: Definition of contract, types of contracts; essentials of a valid contract, classification of contracts, formation of contracts, mistakes and misrepresentation in formation of contracts, terms of contracts, discharge of contracts, remedies for breach of contract, limitation of actions, and contracts and public policy. Participation is open to: Engineers, Architects, Quantity Surveyors, Estate Managers, District Executive Directors, District Planners, District Treasurers, Procurement Officers, Members of Tender Boards, Contractors and Consultants. The course fee is Tshs. 200,000 per participant. The fee includes expenses for lunch, mid-break refreshments and course notes. 5. Course on Management of Building and Civil Engineering Claims
The Objective of the course is to enlighten participants on the procedures set forth in contract documents for handling of claims and disputes. At the end of the course, participants will be able to prepare, evaluate and manage claims arising from building and civil engineering contracts and thereby ensure efficiency in administration of claims and mitigate their adverse effects, which sometimes lead to disputes. The Course Content: Risks and their administration; General Introduction to Claims; Legal Aspects of Claims; Common Claim Situations; Preparation and Defence of Claims; Settlement of Disputable claims and Case Studies. Participation is open to all actors in the construction industry who in one way or the other are involved in contract administration. They include: Architects, Engineers, Quantity Surveyors, Estate Managers, District Engineers, Contractors and Clients. Participants from both the Government and the private sector are invited. Course fee is Tshs. 200,000 per participant. The fee includes expenses for lunch, mid-break refreshments and course notes. Dates: 21st – 22nd October 2004. Venue: Morogoro Hotel, Morogoro
6. Training in Procurement for Local Government Tender Board The objective of the course is t help participants understand the principles and practice of procurement, the legal instruments for procurement in Tanzania and to enable them implement public procurement according to acceptable principles, best practice and the law. The course content: · The Public Procurement Act No. 3 of 2001 · Local Government (Selection and Employment of Consultants) Regulations, 2003. · Local Government (Procurement of Goods and Works Regulations) · Local Authority Procurement Manual 2003 · Tendering Procedures, Principles and Practice · Case Study – Tender evaluation Participation is open to all Local Government officials involved in procurement including evaluation teams and tender boards. The course fee is Tshs. 200,000 per participant. The fee will cover expenses for lunch, mid break refreshments and course notes. Dates: To be announced later.
7. Course on Project Cost Estimation for Roadworks The Objective of the course is to help participants understand the rationale and procedures of determining realistic cost/rates and to introduce the application of Microsoft Project and Microsoft Excel as tools for project management, budgeting, unit rates, work programme and report preparations. This will in turn increase efficiency in projects management and facilitate cost control. The Course Content: · Pre-contract planning · Practical road condition survey on gravel roads · Preparation of Bills of Quantities (BoQ). · Preparation of unit rates and pricing · Introduction to the application of Microsoft Project as a tool for project management · Introduction to the application of Microsoft Excel as a tool for budgeting, unit rates, work programme and report preparations.
Participation is open to all those who are interested in acquiring or sharpening their skills in Project Cost Estimation for road works. Prospective participants include Civil Engineers, Technicians, Quantity Surveyors, Project Managers and Planners. The course fee is TShs. 350,000 per participant. The fee will cover expenses for lunch, mid-break refreshments and course materials. Participants should make their own travel and accommodation arrangements. Note that the course is limited to 20 participants and therefore early booking is important. Courses on Project Cost Estimation for Labour Based The Objective of the course is to help participants understand the rationale and procedures of determining realistic/ competitive cost/rates for labour based road works. This will in turn increase efficiency in projects management and facilitate cost control. The Course Content: · Practical road inventory to determine the extent of rehabilitation works on gravel roads using Labour Based Technology · Preparation of Bills of Quantities (BoQ) · Interpretation of specifications for Labour Based Road works · Procedures and principles of building unit rates for Labour Based activities · Pricing of the prepared BoQ. Participation is open to all those who are interested in acquiring or sharpening their skills in Project Cost Estimation for labour based roadworks. Prospective participants include Civil Engineers, Technicians, Quantity Surveyors, Project Managers and Planners. The course fee is TShs. 300,000 per participant. The fee includes expenses for lunch, mid-break refreshments and course materials. Participants should make their own travel and accommodation arrangements. Course on Price fluctuations and Management of variations in Civil engineering projects The Objective of the course is to help the participants to understand the method of price adjustment, formulae of price adjustment, reasons and type of variations, valuation of variations, minimization of variations, reporting and controlling the cost of variations. The Course Content: Price fluctuation rationale for price adjustment, method of price adjustment, formulae method of price adjustment, application of formulae, management of variation (definition, reasons, types, legal basis and procedure for variations), valuation of variations, minimization of variations, controlling, excessive variations and reporting of variations, contractual irregularities, claim on variations orders and rate fixing. Participation is open to all actors in the construction industry who in one way or the other are involved in contract administration. Prospective participants include: Architects, Engineers, Quantity Surveyors, Estate Managers, District Engineers, Contractors and Clients. THE YEAR 2004 ANNUAL ROADS CONVENTION (ARC 2004) CALL FOR PAPERS & EXHIBITIONSWe are pleased to announce that the Annual Roads Convention for the year 2004 (ARC 2004) will take place from 25th to 26th November 2004, at the Karimjee Hall in Dar es Salaam, Tanzania. The Annual Roads Conventions are forums organized by Tanzania Roads Association (TARA) for exchange of knowledge and information on the road transport sub-sector. Topics normally cover a wide spectrum of issues ranging from technologies, policies, management, financing, safety and environment. ARC 2004 will focus on a subject of Urban Road Transport Infrastructure which affects the daily lives of the urban population. Accessing the essential services in urban areas requires a well planned urban road transport infrastructure that takes into account the land use pattern and available means of transport. The different transport facilities and the needs of the different road users have to be accommodated in the land use planning and during the design of urban road infrastructure. There are presently various strategies by the governments and the private sector in addressing the problem. The ARC 2004 will focus on exchange of information and knowledge on the subject. The theme for ARC 2004 will be: "DEVELOPMENT AND MANAGEMENT OF URBAN ROAD-TRANSPORT INFRASTRUCTURE” Sub themes to be covered include: · Urban Road Network Planning; · Construction and Maintenance Technologies; · Road Safety and Environmental Issues; · Urban Traffic Management; · Public Transport Services; · Institutional and Financial Aspects.
Participants wishing to present papers to the ARC 2004 are invited to send abstracts of not more than 500 words, written in English, to reach the Organising Committee by 15th July 2004. The abstracts will be evaluated and authors advised to start preparation of their papers by 31st July 2004. Draft full papers should reach the Organising Committee by 30th September 2004. In parallel with the convention, TARA is organizing an exhibition of products, equipment and technologies relevant to the convention theme and to road sub-sector in general. Firms, institutions or individuals wishing to participate in the exhibition should contact the Organising Committee before 15th October 2004.
