ADVANCE NOTIFICATION AND CALL FOR PAPERS AND EXHIBITORS

Background

The National Construction Council is a government institution established through Act of Parliament No. 20 of 1979 and became operational in 1981. The Mission of the National Construction Council is to promote the development of the capacity of the local construction industry. The Mission is implemented through functions which include: planning; coordination; provision of technical advisory services; training; research; documentation and information services.

Since 1982, NCC has organized a number of seminars, workshops and exhibitions. These forums have been organized mainly for dissemination of information, problem identification, consensus building and marketing of locally produced building materials. The forums have always pointed out the need for conferences that address all crosscutting issues in the industry. Thus, permanent forums for crosscutting construction industry issues - Construction Industry Forums - have been conceived.
The first Construction Industry Forum (CI Forum 2001) was held in April 18 - 20, 2001 in Dar es Salaam. One of the recommendations of the Forum required the CI Forums to be permanent bi-annual events. Thus, the second Construction Industry Forum (CI Forum 2003) will be held in May 5 - 7, 2003.

Objective

The Objective of the Construction Industry Forums is to facilitate sectoral planning and coordination and foster progress in the industry through:

  • Facilitating the formulation of construction industry related policies and strategies for capacity building and performance improvement.
  • Building consensus and commitment on vision, mission, objectives and strategies for the development of the industry.
  • Industry-wide advocacy geared towards fostering growth and competitive performance of the industry.
  • Technological development through knowledge transfer with priority given to adoption of state of the art or innovative technologies, products and best practices.
  • Promoting regional and international trade.

Theme

Pursuant to the Mission, the Theme for the CI Forum 2003 is "CONSTRUCTION INDUSTRY DEVELOPMENT IN A CHANGING GLOBAL ENVIRONMENT".

Sub-themes

Papers will specifically address the following sub-themes:

A. Construction Industry Development Issues

  • Overview on the implementation of CI Forum 2001 resolutions
  • Policy issues relating to the development and competitive performance of the construction industry
  • Strategic Interventions which are being undertaken by the government and other stakeholders with regard to removing operational bottlenecks which include lack of working capital, managerial and technical skills shortfall, quality and productivity improvement.
  • Regulatory issues relating to the development and competitive performance of the construction industry.
  • Need for ISO Certification.
  • Experiences from other countries on policy issues, strategic interventions and regulatory frameworks for propelling the development and competitive performance of the construction industry.

B. Public-Private Partnerships (PPPs) in Infrastructure Development and Management

  • Public private partnerships in implementing and managing capital investment projects (Rationale, options, applications, administrative and legal issues)
  • Performance-based contracts
  • Design and Build (DB) contract strategy
  • Case studies on PPPs

C. Liberalisation of Trade in Services

  • Overview of the World Trade Organisation (WTO) and the General Agreement on Trade in Services (GATS)
  • Liberalisation of trade in services - the East African Cooperation (EAC) scenario
  • Liberalization of trade in services - the Southern Africa Development Co-operation (SADC) scenario
  • Liberalization of trade in services - the World Trade Organisation scenario
  • Mutual recognition of qualifications

Submission of Abstracts and Papers

Abstracts of papers of not more than 300 words are invited from authors to be submitted electronically to the Secretariat of the Organizing Committee for consideration by the date and address specified below. Authors of accepted abstracts will be required to submit first draft papers on the same address and specified date. Papers accepted for the Forum - following a peer review, shall be of high quality. The format of papers will be advised to respective authors.

  • Receipt of Abstracts 31st January 2003
  • Notification of acceptance of abstracts 14th February 2003
  • Receipt of draft papers 15th March 2003
  • Notification of reviewed papers 31st March 2003
  • Receipt of final papers 21st April 2003

Exhibition

There will be an exhibition of building materials and products, professional services and any other items related to the activities of the construction industry. The exhibition will run concurrently with technical sessions. Organizations wishing to exhibit their products and/or services should indicate so in the enclosed preliminary registration form or contact the Secretariat for more details. Each exhibitor is advised to prepare marketing literature covering one A4 page for publication in the Exhibitors Newsletter.

Each exhibitor will be provided with an exhibition shed of floor area of about 10 square metres. The shed will contain a table, two chairs, and lighting system. Security of the exhibitors products will be guaranteed by the Conference Organisers throughout the exhibition period.

Who should Attend?

The Forum will have a wide appeal because Theme and Sub themes will address Strategic Planning issues for the development of the construction industry within the context of a developing economy; innovative and state of the art project implementation arrangements; and the meaning and effect of liberalization of trade in services. Thus, the Forum should be of relevance to policy makers, planners, managers, architects, engineers, quantity surveyors, estate agents, developers, contractors, lawyers, financiers, researchers and academicians, and representatives of development support agencies.
